Oh, the Hindenburg Rule-by-Decree government wasn't all that much different from what took over after it.
Besides, you're looking too much into details for comparisons and missing the big picture.

I disagree. Decree is one thing, when applied through the institutions of a legal aparatus. The Nazi's shredded the legal aparatus itself, and government was run on the whims of individual ministers. You may think that I am not ready for "democracy" and this may be so, and frankly seeing what I am seeing these days makes me think that this statement is more true than not, but if I am not ready for democracy, it is quite clear to me that Hitler and his band of thugs were not ready for dictatorship. The Nazi state was probably one of the worst organized states in the modern period, rife with corruption, propelled by raw emotion, and personal ambition and devoid of pragmatic considerations.

I can name a number of pragmatic dictators who were more capable. Stalin being the most obvious, also Franco, Castro, Mustafa Kemal. Hitler was a small man in a big chair. By the end of the war probably the Wehrmacht was the only state institution that was not entirely corrupt, hence they tried to kill him.

The Mod can also be set up with the Jones Generic Mod Enabler and has worked fine in that mode in my tests.
